What indexing in CJI does and does not mean

A listing in the CIOTR Journal Index records that a journal was checked against published criteria and met them: a registered ISSN, a named editorial board with verifiable affiliations, a documented peer-review policy, and a working public archive. It is a verification record, not a citation database. CJI does not calculate impact factors, citation counts, or journal rankings, and a journal should never be described as ranked by CJI.

For a young journal, that distinction matters when planning. CJI review takes two to four weeks and is free, which makes it a realistic first external check. The large curated databases work on a different timescale: Scopus expects at least two years of publication history before it will even assess a title, and a rejected application carries an embargo of anywhere from six months to five years before you can reapply.
